Civic Shield will build evidence infrastructure against the open-web supply chain of antisemitism. Public sources only. Preserved to an evidentiary standard. Reviewed by a person before anything leaves the building.
Where it is made
Social media is where it is seen. The open web is where it is made: the sites, blogs and newsletters that write the material, keep it at a fixed address, earn from it, and feed everything downstream.
A post has a half-life. A page does not. Posts are deleted, buried by the next thing, or lost when an account goes. A page keeps its address, its ranking, its translations and everything that links to it.
Civic Shield will start at that layer.

You will not see the content on this site. Reprinting it is not documentation — it is distribution.
What it will produce
A record, not an alert. The address, the moment of capture, the page as it was served, the text inside the pictures, and the original language beside its translation — sealed with a cryptographic digest, and logged so that nothing can be quietly amended.
The output will never be “this person is antisemitic”. It will be: this content, at this address, on this date, appears to meet this definition and to breach this rule.
The limits are the product
An evidence system that cannot say what it refuses to do is a surveillance system with better manners.
- We do not name people.
- We do not build profiles of individuals.
- We do not reproduce the content. Documenting it is not the same as spreading it.
- We do not read private messages, and we do not enter closed spaces.
- We do not run reporting swarms.
- We do not publish blacklists.
- We do not treat criticism of a government — including Israel’s — as antisemitism.
- We do not file anything a person has not approved.
- Where our collection is automated, it only reads. It never posts, replies, engages or mass-reports.
If we ever break one of these, it should be possible to prove it. The method and the limits

Five founders. At this stage they are the whole organisation, and the only thing here worth checking.

Where we actually are
No entity is registered. No pilot has run, no monitoring is operating, and no case file exists. No organisation has agreed to work with us — every institution named in our materials is one we intend to approach. No money has been accepted, and none can be until there is an entity to receive, account for and report on it.
We are not asking you to donate.
We are asking you to found something.
Six months of founding support buys the entity and the written legal opinions; the taxonomy and the evidence schema; the vault and the human review loop; and a first small run of monitoring in selected European contexts. At the end, a dated report on what was achieved against those targets — including what was missed, and the error rates.
Write to info@civicshieldai.org. We will send the governance, safeguards and method documentation, and 30 minutes with the founding team. It is not a pitch meeting. The most useful version is the one where the method gets taken apart.
There is no donate button. A donation needs an entity that can receive, account for and report on it. When one is registered, this page will say so on the day.
